Thank you for your interest in Congresswoman Summer Lee’s appropriations process! To submit a request for Fiscal Year 2025 (FY25), please find our forms below.

Each Fiscal Year (FY), Congresswoman Lee will accept submissions for programmatic and language requests, as well as requests for Community Project Funding (consistent with House Appropriations Committee guidelines).

The deadline for both programmatic and community project funding submissions is 11:59 PM EDT on Sunday, April 28th, 2024.

Programmatic and Language Requests

Programmatic requests generally include a specified funding level for a specific agency or program (e.g., provide $10 million for the Tuberous Sclerosis Complex Research Program).

Language requests generally refer to specific bill or report language that encourages, urges, or directs some type of action by an agency (e.g., “The Committee directs the Federal Highway Administration to ensure that all land acquired with agency funds is prioritized for public benefit).

Community Project Funding

Community Project Funding (CPF), an improved version of the “earmarks” funding offered by Congress in the past, will bring direct funding to projects that make a real difference in the lives of constituents, especially the most vulnerable. Reforms to the process have led to investments in a small number of projects with strong community support, a transparent process where no Member’s family can benefit, and auditing to ensure money was spent as planned. Eligible entities include states, local governments, public and non-profit universities, and certain eligible non-profit organizations based on the account. Community Projects are also limited to certain appropriations accounts.

Project Title: Affordable Housing Units to Increase Flow Out of Homeless Shelters

Requestor: Allegheny County

Project Summary: Allegheny County is responding to the interrelated challenges of increasing homelessness and rising rents by embarking on an effort to make at least 500 units of affordable housing available to those exiting shelter. Between 2022 and 2023, the County’s annual point-in-time (PIT) demonstrated a 24% increase in the number of people staying in emergency shelters or experiencing unsheltered homelessness. Comparing 2023 PIT data with the same count two years prior (2021) demonstrates an even steeper increase of 59%.

Project Title: Bethel Park – Piney Fork Interceptor Lining

Requestor: Municipality of Bethel Park

Project Summary: The Municipality of Bethel Park is requesting $650,000 to upgrade a deteriorating sewage interceptor using sewer lining techniques. This upgrade is critical because the interceptor’s poor condition allows significant amounts of creek water to infiltrate the treatment plant during rain events, risking sanitary sewer overflows and compromising the plant’s ability to function effectively.

Project Title: Blight Elimination in North Braddock Borough (PA)

Requestor: North Braddock Borough

Project Summary: The Borough of North Braddock is requesting $1.5 million for the second phase of its Community Revitalization and Employment Initiative, which is designed to address the pervasive affliction of blight within the borough and surrounding communities. Specifically, this project request will fund the procurement of several heavy equipment pieces so that the borough can establish an internal demolition department and supplement the public works department’s property maintenance and rehabilitation capabilities. Once established, the borough will have an internal task force equipped and trained to tackle the more than 700 abandoned properties in the area, eliminating blight and its negative impacts on community health, safety, economic prosperity, and general welfare.

Project Title: City of Jeannette – 2nd Street Bridge Reconstruction

Project Title: City of Pittsburgh – Lighting as Safety in Homewood

Requestor: City of Pittsburgh

Project Summary: The City of Pittsburgh is requesting $2 million to densify and modernize streetlighting in the historically underinvested community of Homewood. Through the installation of new street light poles and the conversion of existing lamps to LED, this project will increase pedestrian safety and well-being.

Project Title: City of Pittsburgh – Recreating Community at Thaddeus Stevens Center

Project Summary: The City of Pittsburgh is requesting $2 million to transform the unusable third floor of the decommissioned Thaddeus Stevens Elementary School into a Community Hub and gathering space as part of a complete renovation of the facility. The Community Hub at Thaddeus Stevens will provide organizations in Pittsburgh’s West End neighborhood that serve youth and families with a much-needed community gathering space.

Project Title: CREATE PA Training Center

Requestor: Redevelopment Authority of Allegheny County

Project Summary: The Redevelopment Authority of Allegheny County is requesting $2 million in Community Project Funding to work with the Pittsburgh Film Office and RIDC on construction of the CREATE PA training center. CREATE PA, Pittsburgh Film Office’s inclusive creative sector workforce training program, offers in-demand workforce training programs, which prepare individuals for placement in high paying careers, including wardrobe assistant, GRIP, set electrical worker, shop craft, and entertainment hair and makeup.  Funding for the training center will allow for the creation of a space to house CREATE PA training programs, apprenticeship, and labor union partnerships, thus enhancing CREATE PA’s efforts to provide workforce opportunities to low-income individuals and to provide meaningful investment in helping Rankin recover from historic trends of poverty.

Project Title: Greenfield Elementary School Community Schoolyard

Requestor: Board of Public Education of the School District of Pittsburgh

Project Summary: The Board of Public Education of the School District of Pittsburgh is requesting $500,000 to help transform Greenfield Elementary School’s unsafe, unsightly, and environmentally unfriendly blacktop schoolyard into a green learning and play space that will also serve as a community gathering space outside of school hours. This space will provide a safe, developmentally appropriate area for students – including those in the city-wide English as a Second Language Program and Autism Support Program – to learn and play. Additionally, the space will help mitigate area flooding issues by replacing impermeable surfaces with kid-friendly permeable surfaces and gardens.

Project Title: Homestead to McKeesport Transit Access Improvements

Project Summary: The Pittsburgh Regional Transit (PRT) is requesting $2.5 million to advance the Eighth Avenue at Library Place segment of the Homestead to McKeesport Transit Access Improvements project, which is an initiative led by PRT in partnership with Allegheny County, the PA Department of Transportation, and six municipalities. The current design of the Eighth Avenue at Library Place intersection shared by Homestead and Munhall prioritizes higher speed turning movements to and from Eighth Ave. Funding for this project would allow PRT to enhance pedestrian safety by rightsizing the intersection and improving the existing sidewalk network, adding a new bus stop with a shelter, and incorporating infrastructure to capture stormwater runoff.

Project Title: Monroeville Municipal Authority – Transite Water Line Replacements

Project Title: Rehabilitation of Carnegie Library of Homestead – Munhall, PA

Project Summary: The Carnegie Library of Homestead, established in 1898, is one of the pioneer Carnegie Libraries, serving communities for 125 years. The organization seeks $3,000,000 in funding to renovate its facility, which is estimated to have a total cost of $6,822,803. This renovation is crucial for continuing cultural and educational programs and will substantially contribute to revitalizing the Mon Valley’s economy and safeguard the Library’s role as a cornerstone for learning and cultural engagement for future generations.

Project Title: Turtle Creek Flood Protection

Project Summary: The Turtle Creek Local Protection Project (TCLFPP) is located in Allegheny and Westmoreland Counties along Turtle Creek between its mouth at the Monongahela River to the Trafford Highway Bridge, with extensions along Thompson Run and Brush Creek. This is a total stream length of7.4 miles. It consists of a concrete channel, retaining walls, and four (4) debris basins which reduces flood risk to 754 residential and175 non-residential structures. The Project will include the removal of debris from failed private wall and stabilizing hillside, and the relocation of sediment from a section of the Project and improvements at the Ardmore Debris Basin. The areas are located within the 100-year flood zone and have significant flooding risk.

Project Title: Versailles Avenue Viaduct Replacement, McKeesport, PA (PA12)

Project Title: Westmoreland County – Biddle Property Access & Irwin Discharge Elimination

Project Summary: Westmoreland County is requesting $1,075,000 to facilitate initial steps in eliminating the Irwin Discharge, one of Pennsylvania’s largest untreated abandoned mine drainage issues. This project will provide funding enabling the County access to the Biddle Mine property, which is the source of the pollution, to begin implementing remediation efforts.
