Project Summary: Allegheny County is responding to the interrelated challenges of increasing homelessness and rising rents by embarking on an effort to make at least 500 units of affordable housing available to those exiting shelter. Between 2022 and 2023, the County’s annual point-in-time (PIT) demonstrated a 24% increase in the number of people staying in emergency shelters or experiencing unsheltered homelessness. Comparing 2023 PIT data with the same count two years prior (2021) demonstrates an even steeper increase of 59%.

Project Title: Bethel Park – Piney Fork Interceptor Lining

Project Title: Blight Elimination in North Braddock Borough (PA)

Project Summary: The Borough of North Braddock is requesting $1.5 million for the second phase of its Community Revitalization and Employment Initiative, which is designed to address the pervasive affliction of blight within the borough and surrounding communities. Specifically, this project request will fund the procurement of several heavy equipment pieces so that the borough can establish an internal demolition department and supplement the public works department’s property maintenance and rehabilitation capabilities. Once established, the borough will have an internal task force equipped and trained to tackle the more than 700 abandoned properties in the area, eliminating blight and its negative impacts on community health, safety, economic prosperity, and general welfare.

Project Summary: The Redevelopment Authority of Allegheny County is requesting $2 million in Community Project Funding to work with the Pittsburgh Film Office and RIDC on construction of the CREATE PA training center. CREATE PA, Pittsburgh Film Office’s inclusive creative sector workforce training program, offers in-demand workforce training programs, which prepare individuals for placement in high paying careers, including wardrobe assistant, GRIP, set electrical worker, shop craft, and entertainment hair and makeup.  Funding for the training center will allow for the creation of a space to house CREATE PA training programs, apprenticeship, and labor union partnerships, thus enhancing CREATE PA’s efforts to provide workforce opportunities to low-income individuals and to provide meaningful investment in helping Rankin recover from historic trends of poverty.

Project Title: Greenfield Elementary School Community Schoolyard

This space will provide a safe, developmentally appropriate area for students – including those in the city-wide English as a Second Language Program and Autism Support Program – to learn and play. Additionally, the space will help mitigate area flooding issues by replacing impermeable surfaces with kid-friendly permeable surfaces and gardens.

Project Title: Homestead to McKeesport Transit Access Improvements

The current design of the Eighth Avenue at Library Place intersection shared by Homestead and Munhall prioritizes higher speed turning movements to and from Eighth Ave. Funding for this project would allow PRT to enhance pedestrian safety by rightsizing the intersection and improving the existing sidewalk network, adding a new bus stop with a shelter, and incorporating infrastructure to capture stormwater runoff.

Project Title: Turtle Creek Flood Protection

Project Summary: The Turtle Creek Local Protection Project (TCLFPP) is located in Allegheny and Westmoreland Counties along Turtle Creek between its mouth at the Monongahela River to the Trafford Highway Bridge, with extensions along Thompson Run and Brush Creek. This is a total stream length of7.4 miles. It consists of a concrete channel, retaining walls, and four (4) debris basins which reduces flood risk to 754 residential and175 non-residential structures. The Project will include the removal of debris from failed private wall and stabilizing hillside, and the relocation of sediment from a section of the Project and improvements at the Ardmore Debris Basin. The areas are located within the 100-year flood zone and have significant flooding risk.
